To say that something is not working, the phrase “у меня не работает+Noun” is used. 

Example:     

1. A: Давай пить чай?
B: Ой, у меня чайник не работает.

A: Let’s drink some tea?
B: Oh, my kettle doesn’t work.

2. A: Извините, почему у меня не работает интернет? 
B: Сейчас посмотрим!

A: Excuse me, why is the internet not working for me?
B: We’ll have a look now!

In the phrase “у меня не работает+Noun”, the Genitive form of the pronoun is used (learnt in Unit 9):   

1. У него не работает машина.
His car doesn’t work.

2. У нас не работает телефон.
Our phone doesn’t work.

This construction can be a synonymic to the phrases with a possessive pronoun: 

1. У вас не работает телевизор? = Ваш телевизор не работает?
Your TV isn’t working?

2. У меня работает компьютер = Мой компьютер работает.
My computer is working.
