The question words, such as ‘что’, ‘как’, ‘где’, ’чей’, ‘сколько’, ‘куда’, ‘какой’, ‘почему’ etc. can be also used as subordinating conjunctions in complex sentences. Note that the word order is the same as in the question. Compare: 

1. Почему он опоздал? ⇒  Я спросил, почему он опоздал.
Why did he arrive late?  ⇒  I asked him why he arrived late.

2. Сколько стоит картофель? ⇒ Скажите, сколько стоит картофель.
How much are the potatoes?  ⇒ Tell me how much the potatoes cost.

3. Кто он? ⇒ Ты знаешь, кто он?
Who is he?  ⇒ Do you know who he is?
