To say ‘must / have to we use “должен + infinitive”. For example:

Сегодня я должен написать отчёт.
I have to write a report today.

‘Должен’ is a short-form adjective. We learnt short-form adjectives in Unit 12 (see here). So, ‘должен’ agrees with the noun in gender and number.

The subway should be working today.

4. Мы должны отправить документы завтра.
We have to send the documents tomorrow.
