Why foreigners need to submit biometric data in Russia & how
Both tourists and foreigners planning to live and work in Russia must now provide various biometric data to authorities. So, what kind of data is required and why?
In what cases do foreigners need to submit their biometric data?
1. Entry from visa-free countries
Citizens of over 60 countries can enter Russia without a visa (full list). However, they must notify Russian authorities of their arrival within 72 hours using the ‘ruID’ mobile app, where they must submit their biometric data: a photo of their face and a voice recording.
Failure to submit biometrics may result in denied entry.
2. At some border checkpoints
Foreigners entering Russia via Moscow airports or the Mashtakovo checkpoint (Orenburg Region) must also provide biometrics: a photo of their face and fingerprints.
3. Purchasing a SIM card
To buy a Russian SIM card, foreigners must create an account on the ‘Gosuslugi’ portal and get their biometrics verified at a Russian bank. Anonymous purchases are no longer possible. (More info)
If you already have a Russian SIM card, you must submit biometrics by the end of 2025 – otherwise, your number will be deactivated.
4. Using banking services
Many stores and subway stations in Russia now have ‘Face Pay’ terminals ("pay with a smile"). To use this feature, you will need:
- A Russian bank account and card (how to get one)
- Verified biometrics (submitted via bank apps or branches, e.g., Sberbank (link) or VTB (link)
5. Working in Russia with a patent
To work legally in Russia under a labor patent, foreigners must provide fingerprints and a photo of their face.
6. Obtaining a Temporary residence permit (TRP)
A TRP is the first step toward Russian citizenship. It’s valid for three years, after which one must either apply for permanent residency or leave. Fingerprints are required for a TRP.
Where to Submit Biometric Data in Russia?
1. ‘Gosuslugi Biometrics’ app
You’ll need:
- A ‘Gosuslugi’ account
- A smartphone with a camera and microphone
Data is instantly uploaded to the Unified Biometric System (Website).
The app (available on Google Play, App Store, RuStore and AppGallery) and website are in Russian.
2. ‘ruID’ app
This is the easiest way for foreigners to submit a voice recording and facial photo – by downloading the ‘ruID’ app (also available on App Store, Google Play, RuStore and AppGallery). The app supports multiple languages, including English.
3. Migration offices of the Ministry of Internal Affairs
The quickest way to book an appointment with the MIA is via the ‘Gosuslugi’ portal (guide).
4. Multifunctional migration centers
Available in major cities: Moscow, St. Petersburg, Kazan, etc.
