
How to register on the ‘Gosuslugi’ website as a foreigner

What is ‘Gosuslugi’?
Do you need a driver's license? Or maybe you need to register? Or maybe you're planning to get married? In Russia, for these and many other procedures, all you have to do is visit the ‘Gosuslugi’ website.
If you live in Russia or plan to stay there, you can also use this service – even without a Russian passport.
‘Gosuslugi’ is Russia’s official government services portal. It allows you to interact with state authorities online, saving you time.
Why should a foreigner register on ‘Gosuslugi’?
Here are just a few common situations where using ‘Gosuslugi’ is much more convenient than visiting government offices in person:
1. To buy a SIM card in Russia, foreigners need a ‘Gosuslugi’ account.
2. To open your own business (e.g., a café or beauty salon), submitting documents via the portal is the easiest way.
3. To obtain a Russian driver’s license.
4. To register your place of stay in Russia.
5. To apply for a work permit (patent).
6. To extend your stay in Russia or even settle permanently.
How can a foreigner get registered on ‘Gosuslugi’?
You can sign up without a Russian passport or phone number. However, to get full access to the portal, you’ll need to verify your identity offline. For verification, you’ll need a personal ‘SNILS’ number (Insurance Number of an Individual Ledger Account).
You can still use the service without confirming your identity. However, the range of services will be limited: you’ll only be able to book medical appointments, check traffic fines, court debts or pay utility bills.
Step-by-step registration:
1. Go to the registration page and select ‘Another registration way’ (‘Другой способ регистрации’). If you don’t speak Russian, use your browser’s translator.
2. Enter your first name, last name and email. If you don’t have a Russian phone number, skip this field.
3. You’ll receive an email from ‘Gosuslugi’ with a confirmation link – click on it to proceed.
4. Create a strong password. Now you can start using the portal.
5. In your personal account, enter your passport details and your ‘SNILS’ number. You can get a ‘SNILS’ at any ‘Moi Dokumenty’ (‘My Documents’) office across Russia (more info). You’ll need your passport and a notarized Russian translation.
6. Finally, verify your identity:
– In person at a service center (locations).
– Online via a Russian bank (if you have an account there). Check your bank’s website for confirmation (e.g., Sberbank or T-Bank).
