Foreigners living and working in Russia can receive free medical care under compulsory medical insurance. However, to do this, you need to obtain a compulsory medical insurance policy.

How to get a medical policy

Foreign citizens can be issued one in person at any multifunctional center for state and municipal services (‘MFC’) or at any insurance company office. You will need your valid passport, a residence permit if you permanently live in Russia or a temporary residence permit and, if available, a ‘SNILS’ number (personal account number in the compulsory insurance system – read more about it here).

On the Unified Portal of State Services, at the insurance company office or in person at the MFC, you can choose a clinic, submit an application and register with it. The entire procedure takes about a week. Find out more about ‘Gosuslugi’ here.

Why do you need a policy?

With a compulsory medical insurance policy, you can visit any medical or dental clinic, make an appointment with a doctor, and/or enroll your child in school or kindergarten.

The policy is also useful for children: until the birth of the baby is registered and for a month after that, insurance services are provided by the company with which either parent has concluded an agreement with. After that, you will need to choose an insurance company.

Need to exchange when moving

If you are moving to another region of Russia or have changed your personal data in your passport (for example, you have taken your husband's surname), then you will need to exchange your compulsory medical insurance policy. This will require the same documents as when initially applying. It is also possible to change the insurance company, but not more than once a year.
