Who needs to register in the ‘ruID’ app for trips to Russia & how?

Starting June 30, 2025, all foreigners arriving in Russia from visa-free countries must submit notifications about their trip using the ‘ruID’ app. The system is currently operating in a pilot mode. Let’s take a look at the new rules.

Citizens of more than 60 countries can enter Russia without a visa, including Serbia, Andorra, Argentina and the UAE (full list). However, starting June 30, 2025, they must notify Russian authorities of their entry at least 72 hours in advance via the ‘ruID’ mobile app. You can also submit biometric data via this app.

What is the ‘ruID’ app?

This app functions similarly to Russia’s ‘Gosuslugi’ portal (explained here), but is designed for foreigners. In it, you can not only apply for entry, but also receive a number of other government services::

- Obtain a ‘SNILS’ (individual insurance number), required for medical insurance and residing in Russia.

- Check if you have an entry ban (details).

- Create a digital profile to purchase a Russian SIM card (guide).

- For non-tourists (e.g., those working/living in Russia), it enables signing employment contracts, tracking taxes and managing payments.

How to use the ‘ruID’ app?

- Available on App Store, Google Play, RuStore and AppGallery.

- Login with a ‘Gosuslugi’ account or create a new profile (email required).

- Currently supports Russian, English, Armenian, Kazakh, Kyrgyz, Tajik and Uzbek (more languages will be added in the future).

How to apply for entry into Russia?

You must notify about your entry into Russia no earlier than 90 days and no later than 72 hours before entry (in emergencies, e.g., a relative’s death – 4 hours before entry). 

On the app’s homepage, select ‘Electronic Travel Authorization’.

You should indicate the country of departure, travel dates, purposes and regions you plan to visit. If traveling with children (6-18 years old), both parents must enter their details.

Then you need to submit biometrics: your photo, a photo of your passport and a voice recording. 

If you have already submitted biometrics before, you will only need a photo of your face. Children do not need to submit biometrics.

After crossing the border, the app will generate a QR code, which will need to be presented upon request e.g., during police checks (more info).

Who does not need to submit an application?

- Citizens of Belarus.

- Children under six years old.

- Foreigners coming from countries with a visa regime.

- Holders of diplomatic/official passports, official delegations.
