
Why does a foreigner need a Russian ‘SNILS’ number & how to apply for one?

What is ‘SNILS’ number?
‘SNILS’ is a unique number in the pension insurance system assigned to every insured individual in Russia. Before 2019, it was issued as a small green card with a number, but now, it is provided in an electronic format.
Foreigners may also need it – not only those coming to work or study but, in some cases, even tourists.
Why does a foreigner need a ‘SNILS’ number?

1. Create an account on the ‘Gosuslugi’ portal
In Russia, many government services are available online: booking a doctor’s appointment, checking and paying fines, applying for benefits and much more. To use them, you need an account on the ‘Gosuslugi’ portal.
Most services are only accessible after account verification, which requires a ‘SNILS’.
2. Buy a SIM card
To purchase a SIM card in Russia, you will need a verified ‘Gosuslugi’ account, which, in turn, requires a ‘SNILS’ number. (More details here).
3. Get officially employed
Employers are required to make insurance contributions to the Pension Fund for every employee. Without ‘SNILS’, you cannot be formally hired under an employment contract.
4. Register a business in Russia
If you want to become a self-employed individual or register as an individual entrepreneur (IP), a ‘SNILS’ number is mandatory.
How can a foreigner obtain a ‘SNILS’ number?

You can apply for a ‘SNILS’ number at the nearest office of the Social Fund of Russia (official website) or at an MFC (‘My Documents’ center), with branches available in all Russian cities. If you are employed in Russia, your employer can also arrange it for you.
Required documents:
- Passport and its notarized Russian translation
- Document confirming legal stay in Russia (temporary residence permit, residence permit, visa, etc.)
- Completed ADV-1 form (download here)
The form must be filled out in capital letters without corrections. You can complete it at home or at an SFR/MFC branch office.
A ‘SNILS’ number is usually issued within five business days.
Important notes:
- A ‘SNILS’ number is issued once in a lifetime and does not change even if you switch citizenship or last name.
- If lost, you can restore the number at any MFC branch.
